SHARE.EAAD #29 Invites Mattias Malk | “Fail Baltic”? Conflicting storylines of success in planning “Rail” Baltic
Rail Baltic is one of the three globally key high-speed rail projects in construction. Whereas extraregionally it is relatively unknown, it is locally presented as the ‘project of the century’ and a ‘tool for development’. As part of the TEN-T network, it is tasked with better integrating the Baltic States with the EU-core and each other. However, despite its macro-narrative of growth through increased accessibility, the project has been plagued by internal conflict and competition between the Baltic states. This presentation highlights the key differences in the conflicting storylines of success, presents some methodological approaches and discusses the notion of storylines in more equitable major planning processes.
