Urban Rehabilitation as a Social Equalizer: Strategies for municipal intervention in social housing in Porto.

Abstract

This research aims to analyse the design methodologies and urban strategies applied to publicly promoted housing in Porto, considering both the rehabilitation of existing neighbourhoods and the construction of new housing developments. It seeks to understand their contribution to the creation of high-quality spaces, promoting urban integration and social cohesion while mitigating the stigma associated with social housing. The study is situated within the international debate on housing developed over recent decades, articulating these perspectives with contemporary national and international practices of rehabilitation and construction of affordable housing. The research is based on a comparative analysis combining direct observation, documentary research, interviews, and the analysis of architectural projects. The central research question is to assess the methodologies employed in the rehabilitation of social housing neighbourhoods and the construction of new affordable housing developments in the twenty-first century in the city of Porto, in terms of the quality of their residential environments, their urban integration, and residents’ social experiences, identifying guiding principles for the formulation of future policies and practices in the context of public housing provision.
